在猛獅NL263巴士全數投入服務之後,總算應付到落馬洲的過境穿梭巴士服務需求,但當二零零三年一月二十七日因應落馬洲口岸廿四小時通關,以及同年七月內地開放國內居民自由行,預計對過境穿梭巴士服務將有所增加,於是新香港巴士便再次增購新車,以配合發展需要。

是次購車合約由富豪奪得,為新香港巴士提供五台富豪B7RLE底盤,亦是全港首批富豪大型單層低地台巴士。為了節省成本,新香港巴士未有替這批富豪B7RLE配置任何外國車身廠產品,反而向本地捷聯車身廠招手,為這款新巴士設計及組裝車身。捷聯車身這趟已經是第二次替富豪低地台單層巴士設計及組裝車身,對上一次就是一九九八年為城巴裝配的三十部B6LE中型低地台巴士。捷聯替這批富豪B7RLE裝配其JL-08型車身,雖說是本地作品,但當巴士走在路面上,外觀上絕不比其他猛獅及飛鏢巴士遜色。

全數富豪B7RLE動力來源自富豪歐三排放標準引擎,在ZF全自動波箱合作下,驅動日本電裝空調系統,為乘客提供一個舒適涼快車程。配合路程短而客流量多的特性,在能夠運載八十二名乘客的車廂內,合共安排五十六個企位。首架B7RLE於二零零三年九月投入服務,趕及國慶假期前的客量高峰期,而有趣的是首架新車車牌字首恰好是LE。

在經過十三年服役生涯後,這批富豪B7RLE終於來到生命的最後階段,首兩架B7RLE(26及27)於二零一六年九月靜悄悄地從車隊中退下來,由猛獅NL323取代,而預計餘下三架B7RLE將於二零一六年年底到二零一七年年初全數退役。

The Lok Ma Chau checkpoint become 24-hours operation together with the "Individual Visit Scheme" started in Jan. and Jul., 2003 respectively, increasing the demand for the shuttle service between Huanggang would be expected. Though after the commissioned of the MAN NL263, they can satisfy the demand, however, to cope with the development of NHKB, there was a need for acquiring more new buses.

NHKB ordered 5 more full-sized super low floor single deckers and Volvo successfully in supplying the B7RLE to NHKB, the first in Hong Kong. Unliked the Dennis Dart and MAN, the B7RLE received their bodywork locally and hence the cost can be reduced. Jit Luen was appointed to design and assemble the bodywork on the B7RLE and this is the second time to deal with Volvo low floor bus as the B6LE ordered by City Bus in 1998 was also bodied by Jit Luen. It is not easy to tell any differences between the Jit Luen JL-08 bodywork on B7RLE and the European bodywork fitted on Dennis Dart and MAN.

All Volvo B7RLE powered by Volvo Euro 3 emission standard engine with ZF fully automatic transmission and the cabin is air conditioned by Nippon Denso. The Volvo B7RLE can carry 82 passengers with 56 standees, specially designed for the short distanced route. The first of the batch, registered with a LE-pefix registration marks,was entered service by Sep., 2003, just before the peak season of the National Holiday.

The Volvo B7RLE finally reached the end of their useful service life in 2016 and replaced by the Gemilang bodied MAN NL323. The first two, fleet number 26 and 27, withdrawn from the fleet in Sep., 2016 and the remaining member would be retired between the end of 2016 and early of 2017.
